President

Michael J. Head

Michael Head, AIA joined the OCA Sacramento Board in 1999 and has served as VP and Secretary. Michael was a recipient of the 2005 OCA National/ GM Unsung Hero Award. Michael serves as the principal editor of the OCA’s Newsletter and as Historian & Curator of the Chapter’s Archive. OCA’s mission of securing civil rights was a key reason that he joined the organization. Although OCA focuses on the API community, civil rights needs to be color blind and is a must for all Americans. He is a licensed Architect and has practiced architecture in the Sacramento region for the past 26 years.

 

Shirley Su

Shirley Su

Shirley Su is a Financial Advisor for Merrill Lynch. She grew up in Taiwan and received an MBA degree from the University of New Haven in Connecticut. She moved to Sacramento in 2000 with her husband Frank, who is an Oncologist at Kaiser Permanente. Shirley loves ballroom dancing, singing and outdoor activities. Lately, she is focusing on improving her golfing skill. She and her husband look forward to working with OCA members to build a better and stronger Asian community.

Mai Nguyen

Mai Nguyen was born in Vietnam and grew up in Portland, OR. Mai move to Sacramento in 2006 and is the marketing director for the Digital Copy Print Center. She is the president of the Elk Grove Rockstars, the 5000th chapter of BNI – the world’s largest business networking group. Mai is the Chair of the OCA Sacramento Business Advisory Council 2009. Her goal is to grow the chapter with strong leaders and partners in creating a relationship where Diversity, Voice and Opportunity make a difference.

Susie Wong

Since 2004, Susie Wong has served as a member of Governor Arnold Schwarzenegger’s Administration in communications and external affairs at the California Environmental Protection Agency, Department of Toxic Substances Control and Department of Corporations. Wong was also responsible for coalition building and developing media activities for three successful state ballot initiatives at a public affairs firm. Wong is a board member of the Asian American Journalists Association and member of the Junior League of Sacramento.

Nancy Woo

Nancy Woo is proud to have been born and raised in Walnut Grove, a small delta town south of Sacramento.  She attended and received her BA degree from Sacramento State College.  She is married to Darrel Woo, OCA Sacramento Legal Counsel and proud mother of daughter Alyson.  Nancy joined OCA in 2007, volunteered to be the treasurer for 2007 National OCA Conventionheld in Sacramento, and currently serving  as the chapter treasurer.  The Woo family believes in giving back to our great community by supporting My Sister's House, Asian Community Center, and many other API programs and organizations as well as providing annual Woo Family Scholarship to deserving API student.  Nancy's other passions are attending the theater productions, travel, baking, cooking and fishing.

Janice Low

Janice Low is a new board member for 2007. She is a first generation Chinese American who moved to Sacramento in 2003. She holds Finance and MBA degrees, and is a Human Resources Manager with the University of California Davis. Janice is an avid tennis player and outdoors enthusiast. She enjoys traveling, hiking, and biking. She looks forward to contributing to the OCA mission and making a difference in the Asian community.

Tom Bhe, PhD.

Tom Bhe, Ph. D. is a rocket scientist for Aerojet Corporation. Tom is proud to be a member of OCA, the only Chinese American Organization in town that has a National Office in Washington DC. A Board member since the Greater Sacramento Chapter was founded in 1995. It has been Tom’s privilege to serve as President (1997/1998), Vice President, Secretary and Treasurer. Tom’s passion has always been participating in the cause for advancement of Chinese Americans and Asian Pacific Islander Americans in the United States.

RungFong Hsu

RungFong Hsu is a co-founding member of OCA Sacramento in 1995. She served as Chapter President in 2000 and also in the capacity of VP and Secretary. It is not unusual to hear her speak of her passion and commitment to OCA and its mission. RungFong was a recipient of the 2006 OCA National/ GM Unsung Hero Award. She is active in the Sacramento business community and is an independent mortgage broker. Music is RungFong’s other great passion.

Lian Duan,
Ph. D

Lian Duan is a Senior Bridge Engineer and Structural Steel Committee Chair, with the California Department of Transportation. He received his Ph.D. in Structural Engineering from Purdue University in 1990.  Dr. Duan joined OCA in 2009 and has been actively involved with many API communities to promote Chinese cultures and to voice concerns of Chinese American. He was the founding President of the California Chinese Engineers Association from 1993 to 1997. He served vice Chair and Chair of the Chinese New Year Cultural Association in 1997 and 2007, respectively. He was founding Chair of the China National Day Celebration Committee from 2002 to 2003.

Tamara Tran is a new board member for 2009.  Tamara holds a Bachelor degree in Management Information Systems and is certified as Cisco Certified Network Associate.  She has served the State for 2 years; currently working in audits for the California Department of Community Services & Development.  Tamara believes in OCA mission and wants to do  more for the community.

Alex has been a strong leader in the Sacramento Community for over 15 years and believes in creating a stronger API presence and preserving the civil rights for all Asian Americans. He believes that it is essential to build bridges and have a rapport with all ethnic groups. He also believes in equality and fairness for all Asian Pacific Islanders and hopes that his involvement with OCA Sacramento and the community will make a difference. 








Ken Avelino

Ken Avelino, Esq.

Ken and his wife Maricel were the Co-chairs for the 2007 OCA National Convention. Ken’s family migrated to the US with little money but grand dreams and aspirations. Fortunately, they survived living under poverty conditions and focused on the American Dream.   He is a litigation & trial as well as a business and estate planning attorney with a juris doctorate and masters in business administration degrees. As an OCA member, Ken is proud to support Asian-Pacific Community, Culture and Civil Rights.

Darrel Woo, Esq.

 

 

 

 

 

Darrel Woo, Esq. was selected by the Board to be OCA Sacramento Legal Counsel in 2002. He is active in the API community and is the President of the Asian Bar Assoc. of Sacramento & is a Director of My Sister’s House, a non profit organization that serves the needs of API women & children impacted by domestic violence. Darrel is a member of the Sacramento City Planning Commission. He is also a Senior Counsel for the California Department of Insurance. Besides OCA, Darrel’s other passions are running and rowing.

Maricel Avelino

Maricel Avelino is the mother of two beautiful girls. She graduated from Far Eastern University, Manila, Philippines with a B.S. Degree in biology. She was a chemist and a project manager for 13 years.  Today, she is the Administrator of the Avelino Law Firm.  Maricel was a co-chair of the highly successful 2007 OCA National Convention, and she came up with the theme "Light the Torch for the Next Generation!"  In 2008 she was one of the  Unsung Hero Awardees in Washington, D.C. She currently contributes to the design and maintenance of the OCA Website.

Joyce Eng

Joyce Eng retired after 33 years of State service as Contract Manager with the Department of Health Services.  Joyce has been actively involved in the Asian Pacific Islander Community for over 17 years.  She is serving her second term as President of OCA Sacramento, was the President of the Cerebral Palsy Guild, the Chinese American Council of Sacramento, and current Treasurer of the Council of Asian Pacific Islander Together for Advocacy and Leadership (CAPITAL).  Joyce also volunteers for My Sisters House and other API organizations.  Aside from community work, she also designs jewelry and travels to see her beautiful grandchildren in Seattle and San Jose.

 


 


 


 


 


Albert Wong

Albert Wong

Albert T. Wong is a graduate of the University of California Irvine, Information and Computer Science program. He is an IT Architect for IBM, designing, building and deploying innovative solutions for clients around the world. Besides his involvement with IBM and UCI, he is very active in Asian American civil rights as an officer for both the OCA Orange and Sacramento Chapters. He enjoys traveling all over the world, eating at local mom and pop restaurants, shopping at unique stores, learning about anything and everything, donating time to worthy causes and helping his family’s business.

 


Director & OCA National Treasurer

Linda Ng

Linda Ng is the Chief of the Safe Drinking Water Office at the California Department of Water Resources.  The Office provides financial assistance to the State’s water systems in pilot studies to remove contaminants, capital infrastructure and improvements to ensure drinking water meets the California health and safety standards.  

Linda is also a Commissioner of the California Fair Employment and Housing Commission (FEHC).  She received her reappointment from California Governor Arnold Schwarzenegger in 2008 to a new three year term ending 2011.  As a Commissioner, Linda provides oversight and direction to FEHC staff in administrative adjudication; regulations, legislation, and public information and training to enforce the Fair Employment and Housing Act (FEHA).  The FEHA covers discrimination in employment, housing, public accommodations, pregnancy disability leave, family and medical leave, and hate violence.  Linda is also the immediate Past President of OCA Sacramento serving an unprecedented 4 one-year temrs as OCA Greater Sacramento President from 2004 through 2007.
